Packer is outdated

Should probably use a newer version, perhaps take advantage of new features if necessary.

GCP Vault nodes are not cross-az

The zone for the Vault nodes in the GCP setup is hard-coded whereas they should be distributed across available zones.

GCP LB unaware of health

The Consul instance group does not use a health check to verify the health of the instances, nor is the load balancer aware of the health of the instances.

Currently the Network load balancer is in use, which only permits legacy HTTP health checks. The global load balancer / TCP Proxy should be brought in instead, so that more pertinent health checks can be used.

Terraform is outdated

The Terraform code in this repo works only with 0.12, whereas 1.0 recently shipped (basically 0.15). The repo should be brought up-to-date to be compatible with the latest version.
