Implement a sleep function for the cellboard's STM in order to save battery power when lv is off

On the latest F4 board, communication with the on-board EEPROM is broken. It might be a driver issue, but as far as I remember the driver worked on the G4 board. @volpx please check that nothing changed on the EEPROM circuit.

CLI history is not working
volts all and temps all are registered as volts and temps respectively

• Delete from existence the buffer and BMS and IMD leds become driven by open collector. (Can't be done because of failsafe for SCS signals)

Checklist on built board:

• Check ripple on 5V buck with low loading. If the ripple is too much, pull FPWM HIGH.

Communicate with on-board EEPROM and save stuff on it (balancing threshold, etc.)

Write a GUI to visualize BMS data

Implement formula reading from current sensors, with some way to switch between sensors when a current threshold is reached

Use a timer to track the expiration of active errors

Implement a priority queue to store active errors, ordering them by expiration time

Docs action is no longer used. We can remove it
