• Put the module level variables nrows, ncols and ncells into the Board class as class attributes:

class Board:
    nrows = 3
    ncols = 3
    ncells = nrows * ncols

• Use a more efficient internal representation of the board, for e.g. a bit string. 2 bits can be used to represent the piece in each cell. There are 9 cells so only 18 bits are required.

• Consider saving even more memory by using __slots__.

• Make it immutable.
