In order to prevent the spread/creep of

there should be a common function to extract the first phone from a letter or just return the phone if phone.

For the optimality package's MAX constraint it would be helpful to have a function which took the result of parse and converted it back into the former result of collapse. Just iterate through the word, for each ONC, push onto list and return.
