The sticky bit still isn't set. To set it, do:

# chmod +t /etc
# ls -ld /etc
drwxrwxr-t 171 root root 12K Nov 10 09:42 /etc

When set, the permission bits for "other" end with "t" instead of "x".

You can also do chmod 1775 /etc -- when specifying the permission bits in octal, the leading "1" sets the sticky bit.

I just now verified on Fedora 36 that setting /etc to 1775 works.

But the /etc directory is almost always set 0755 owned by root:root, and that's what I'd recommend.

Why was /etc set 0775 (group-writable) to begin with?

Oh, I see you've just now closed this. OK.
