Only those users needing to authenticate using MUNGE credentials need to have consistent UID/GID mappings across all nodes. So, yes, in general, only UIDs and GIDs for users with UIDs >= 1000 need to be kept in sync.
You could conceivably have a system account for a server that uses a credential to authenticate with itself on another node. In that case, its UID/GID would need to be kept in sync as well, but that requirement would presumably be explicitly documented in its installation guide.
