Currently service starts up with a bit of state about the project in the issue tracker to use.

This shouldn't be too much of a problem as any developer would be able to have these things as a part of their environment. For the command line interface we'll make those environment variables. For GUIs and other clients the projects could be set up as individual sets of settings.
