Drop text from zoom and pan and add as separate static component. That way the zoom only impacts the diagram and the page text can be read by screen readers.

add a link to the zoomable website that takes people to a WSS-related page that lays out all the download options. (Like a "Download here" link)

I notice that the bottom footer is only viewable on scroll. It seems that the set height of the items on the page are only slightly longer than 100%. The "contributors" tab opens and shift everything down, although one might expect that it overlaps the existing content like a pop-up.
