Finish instructions for running deployment locally

Acceptance Criteria:

• Add information about env file
• Add steps
• Push to main

Make the "home" link on the api-search endpoint dynamic so that it will automatically link to the correct endpoint, whether the app is dev, local deploy, or deploy.

Acceptance criteria:

• Test local dev version of app
• Test local version of deployed app
• Test deployed app

Currently the system is not designed to handle '-' in the input. This should be fixed to remove '-' and parse the number appropriately.

Acceptance criteria:

• System handles '-' on input with appropriate response.
• Tests are created so automated testing can occur of this feature.

Fix the app so that Django renders the page using the CSS stylesheet.

Acceptance Criteria

• The website loads using the CSS stylesheet
• The depricated can be removed from the html

Add prometheus instructions to readme

Acceptance Criteria:

• Prometheus instructions are added to ReadMe
• List of all utilized tools is added to readme
• Links to all utilized tools is added to readme
