Hello EnderStar,
according to https://minecraft.gamepedia.com/Map_item_format#Map_Pixel_Art when you use a flat surface, you can only get 1/4th of the colors, when you use different elevations you can get 3/4ths. It is not possible to get the full range of colors by just placing blocks in the world.

@djfun For reference, MC Bedrock Editions can render all colors (~16k colors) by ARGB
