In the 1911 Rubrics, it is said on all Sundays after Epiphany and Pentecost 
except when a Double is commemorated at Lauds or is within an Octave. This 
obviously varies from year to year. But this is also the rule for the Suffrage 
at Lauds and the Preces at Prime, so that may help with coding it. Note that 
simple Octaves have no days within them, so that Sunday would have the Creed.

I believe the pre-1911 Rubrics would always have it in the Sunday Office, but 
since Sundays are Semidoubles, the Sunday Office would not be said on Doubles.
