Add migration for "old" style speakers
In events from 2016-2017, speakers existed in data/speakers/yyyy/city directory as YAML files.
Want to add a check that if this directory exists for an event while migrating, convert the data file into a file in content/events/yyyy/city/speakers and also generates the content/events/yyyy/city/program file (reads the existing content/events/yyyy-city/program/SPEAKER-NAME.md file and sets the speakers = "[]" frontmatter)
