I realized the problem and it was caused by photogrammetry cache. I am thinking about how to deal with updated data. Now just clean the cache will fix this problem

Cleared the cache entirely and now it seems to be working...will keep testing

Update: sometimes it's fine sometimes it kicks me off photogrammetry. You will need to look at it to help make it work all the time
I think it has something to do with how the cache is written again
