For the first item, we can make the value section an action_block again. I think input blocks are all required by default. Need to confirm.

Second needs research on how that could be implemented.

I don't want to add another form field, so likely need to replace the multi_user_select with a multi_select populated from users.list and usergroups.list.

• Will probably want to look into the most efficient way to do this. Considering a job that will always keep the lists up-to-date, so then the select can just query from an existing list?

Consider multiple PRs for this. One for getting and updating users & user groups in the database (can likely use the same model with the slack user id, display name, actual name), and then the other for replacing the select with a new version that queries from this list.
