Check if the user has changed location settings and show the corresponding notification

Steps to see how this works:

1. Install the app.
2. Allow location access when prompted
3. Press "Set Location Settings Change Alarm" button to set the alarm
4. You will start getting the notification on the location setting every 15 sec. You can modify this time according to your use case.
5. Your app should link the notification to the correct activity where user is displayed a message that the location setting is not correct.
6. Press "Unset Location Settings Change Alarm" to stop getting notifications
7. This test app checks for high accuracy locations and location permissions.
