initEvent is deprecated: https://developer.mozilla.org/en-US/docs/Web/API/Event/initEvent so isn't something I would want to add to this package.

Do you know of a good pollyfill?

While I wouldn't want to include it in with-url-state directly, it might be useful to add a section to the readme for users who need to support older browsers.
