	根据数据库中的url下载pdf文件

依赖的数据库/表:
	icobenchdb的表icos_url
	结构
        name, info_href, whitepaper_url,page,subN
        项目名,详情网页,白皮书url,所在页,页内次序
	来源:
		icobenchdb的表icos_info

使用方法
	python downloadPDF minP maxP

效果
	将会下载数据库中 minP<=page<maxP 的元组对应的pdf
	文件将会存储在当前目录下的文件夹【page(minP,maxP)】下
	
	日志文件【fail_log_page[minP,maxP-1]】存储下载失败的pdf的信息
	
	日志文件【log】保存程序运行的总体信息,
	如:运行时间、符合条件的元组数、成功下载的pdf数、失败的数量
	
	终端会输出程序运行的总体信息
