modernizr 404s

The link to modernizr-2.6.2-respond-1.1.0.min.js is 404ing.

(I was looking for how the statutes are loaded, noticed this in the Network panel.)

Number of measures ambiguity

On the home page, it says:

In Council Period 20, which includes calendar years 2013 and 2014, the Council adopted 268 temporary and permanent laws, 351 emergency acts, and 284 resolutions. In addition, 746 proposed resolutions were transmitted to the Council for a period of review.

That's technically incorrect because those numbers reflect what went into effect during Council Period 20. Some measures from Council Period 19 are included because they were effective in CP 20. Similarly, some measures adopted in CP 20 will be included in the CP 21 DCSTAT.

Clarify copyright

Currently, the site includes two different copyright provisions:

On the main page: All documents contained on this site are available in the Public Domain.
In the footer: All content contained on this site is available in the Public Domain.
In both cases, the provision links to the CC0 license.

I'd recommend making this a little more in-depth for a couple of reasons, which I recognize are nitpicky. First, there are different possible interpretations of "content" and, to a lesser extent, "documents", such that users could think that the full source code and/or third-party libraries are included in that grant. Second, CC0 is not necessarily a public domain dedication, but rather an attempt to do waive rights to the maximum extent possible. A further wrinkle is that the current Copyright Compendium considers works by "an officer or employee" of DC to be ineligible for copyright protection in the same manner as a work of the federal government.

With all of that in mind, I think something like this would be clearer:

This work is dedicated to the public domain through a CC0 license. Works of the DC government and its officers or employees, such as the statutes at large themselves, are in the public domain. Third-party works incorporated into the source code of the site may retain copyright protection.
