To Reproduce
Steps to reproduce the behavior:

1. Connect Xbox One GamePad
2. Enter normal vehicle - horn is "Left Stick Down", lights are on "Right D-Pad"
3. Enter emergency vehicle - "Left Stick Down" does nothing, lights and horn are both on "Right D-Pad"

Expected behavior
Horn to remain on "Left Stick Down"

Describe the bug
Steps to reproduce the behavior:
1- when player X is inside the vehicle and he turns on the siren (no matter which one) and he gets out of the vehicle and player Y sitting inside that vehicle he can't turn off that sound siren 100% no way to turn of that siren sound, Only Player X Can turn off that sound for player Y

2-siren and siren sound is not sync with streamIn and StreamOut
