So can you tell me how I can make this app working in my city?

I am not trying really for tourism in my city, but I just need for a project about criminal points in my city, then could you help me explaining how to set up this app? do I need a server? (I just saw you answer about it in other issue, you were saying something about money) By this project is possible the user give a rating about the places, right? If you prefer speaking Spanish, there's no problem with that, feel free in speaking Spanish. And what do you mean by "publish RoX web service"? .
