Section 4.1 Ubuntu Desktop VICE- missing quicklaunch link

• Capture new images showing sharing running applications via the new DE
• Remove references to CyVerse wiki links
• Revise quick-launch & instant launch sections to reflect internal standards
• Remove GitHub hardcoded link and replace with rst include and |Github Repo Link|

All of the links at the end of user_guide/quick-rshiny.html (to bims.fun) are blocked by UA due to "malicious content".

Right now, users have to know to request access to VICE by emailing someone or filing a ticket in Intercom. Need to get an SOP and document it in these instructions.
