Be able to spawn horses at player location from console (for use with console: plugins)

Example: /dh skeleton tamed chest {player}

Suggestion: Add a configurable cooldown for each command in the configuration file.

This way, the command could be given in donor kits or applied to specific ranks without giving the ability to spawn an infinite number of horses.

It would be amazing if you can add to the normal commands something like:

/dh horse hp jump
/dh horse tamed hp jump
/dh donkey hp jump
/dh donkey tamed hp jump
/dh mule Spawn hp jump
/dh mule tamed hp jump
/dh skeleton hp jump
/dh skeleton hp jump
/dh zombie hp jump
/dh zombie tamed hp jump

Example: /dh skeleton tamed 100 10
This horse will have 100 hp and 10 for jump boost

And this part of the command will be optional so if you dont use it, the plugin will choose ramdon hp and jump for the horse

I would like to see the ability to place armor on the Zombie and Skeleton horses. I tried several different ways and have decided I can't do it. If I am wrong let me know and we can have another ticket closed. Thanks.
