When loading rules it's possible that the reference data is not accurate and that there are 2 max rules or 2 rules with no TaxMaxRate.

The correct set of rules are

1. There should be just one rule with no TaxMaxRate
2. That row should have the highest TaxRate as it's MinRate

The current mechanism can only handle a single employee at a time. Refactor to allow for multiple

When dealing with multiple entries from a CSV file, the error reported should be able to deal with multiple lines of errors.
