Add levels of comments for repeated views in a given week.

Some examples:

Times Comment
1-5 What are you, new?
5-10 Having some memory issues?
10-15 This is getting silly.
15-20 You must have a project due this week.
20-25 Quit procrastinating!
25-30 Get a memory check, tiger.
30+ Stop spamming me.

RITWeek doesn't recognize Intersession/Other Incorrect Semester Dates

As of 1/15/2016, viewing RITWeek displays the following:

I think this is due to the following line in whatweekisit.js:
var interTigerStartDate = moment("2015-01-04"); // Intersession TigerTerm
The TigerTerm started this January in 2016, not 2015.

Likewise, the spring start date has the wrong month (12 instead of 1) and the summer start date appears to be bad copypasta (var summerTigerStartDate = moment("2015-01-04"); // Summer TigerTerm (10-week)).

Update README with instructions to run this locally.

@valbooth28 mentioned that she couldn't get the system running locally, which reminded me that I never documented how to do it.

Basically, install Ruby and Jekyll (I need to check version requirements) and run the jekyll serve command. Optionally, install the github-pages gem.
