Trying to setup static IP on headless Latest Buster or Bullseye fails.

Was trying to install pi-hole on a clean Raspberry PI OS Bullseye. pi-hole requires a static IP and install tries to setup. I am trying to setup eth0. The install configures /etc/dhcpcd.conf but this gets ignored. It appears to be an issue with conman overriding settings. Since this is a headless RPI I cannot use the desktop GUI interface. I tried using legacy Buster but still same problem.
Is there a way to execute conman on a headless RPI and setup a static eth0 or wlan IP address. The advice on the link above is to uninstall conman
