Admin users are currently created on all hosts. We should be able to specify which hosts to create users on. Granting access to hosts within one or more inventory groups would also be useful.

We currently default to root, when our admin users haven't been created yet. However, for example, Debian on EC2 uses the admin account. This is only really relevant prior to creating our admin users, but still makes for a much smoother provisioning experience.

This role has started out pretty simple, but if we start adding any new features, I'll have to add some tests first, to avoid regressions.

When launching cloud VMs, an initial public key is inserted into the root (or ubuntu) users' authorized_keys. Once we've run this role, and thus created our admin users and granted them SSH access, we should optionally remove the default keys.
