Update doc url

Moved to tskit.dev

Drop h5py dependency

For the upcoming python 0.3.5 release of tskit we drop h5py as a mandatory dependency. We should remove it from the conda recipe too.

Add osx-arm64 build

I read the conda-forge documentation and could not find the solution for my problem there.

Issue:

This is needed to install on a M1 Mac Mini. There are some instructions here: https://conda-forge.org/blog/posts/2020-10-29-macos-arm64/#how-to-add-a-osx-arm64-build-to-a-feedstock
