Yes, this needs another fix with glib, but that is one that will come after I have refreshed the gettext package. We should probably introduce a libintl-devel package and make glib depend on that.

No, it only means it cannot find an include if gettext is not installed. I think I have the gettext split itself ready on Monday and should get this issue here clean over the course of the week.

I think the pkg-config files shouldn't be listing intl as a dependency. Probably the same goes for liconv. I think we should add a compile test to this feedstock to ensure that the pkg-config files correctly work.

Would this be something you'd be able to take a look at? I don't feel like I understand the current status quo when it comes to this aspect of the package.

Thank you for all of your work on this @xhochy! Unfortunately I'm still seeing a related failure in the gobject-introspection build, but it might be something that could/should be addressed outside of the glib build anyway:

%PREFIX%\Library\include\glib-2.0\glib\gi18n.h(25): fatal error C1083: Cannot open include file: 'libintl.h': No such file or directory

(full log here if you want to see the compile command line, etc.)

I'm pretty sure that I should be able to fix this by adding gettext as a build dep to get the relevant headers ... and given the way that Conda has always been a bit seat-of-the-pants regarding how to handle *-dev files, this isn't a super surprising issue to me. But I did want to flag this to you, @xhochy, in case you think it indicates that glib needs another tweak. If so, it at least ought to be a lot easier to get right than your compile test!
