I am using arch linux and currently in Country where these US regulatory domain restriction does not apply still

sudo iw reg get

country **99** : DFS-UNSET

And

iw list 

gives

Channel 12,13,14 no IR

What changes are required for 2.4ghz disabled channels ?

Any idea how the same can be accomplished for Debian?

I followed this Ubuntu tutorial on 18.04, and it worked, it took 35 minutes.
But when I try the same on Debian 11, fakeroot debian/rules binary-generic fails because make: *** No rule to make target 'binary-generic', and if I use binary instead of binary-generic, it compiles, but it takes much longer and I'm not sure is the same thing anyway.

Now I was looking at athpatch.sh, but these

  cp /usr/lib/modules/${KVERSION}.${ARCH}/build/Module.symvers ./
  cp ~/rpmbuild/SOURCES/kernel-${ARCH}.config ./.config

don't apply for Debian, and I have no clue what the equivalent is.

What should be the answer to the question "Do not enforce EEPROM regulatory restrictions" yes or no? The question does not sound unambiguous, because. I am using google translator.

I'm trying to install this on a clean ubuntu 20.04 with kernel 5.15.0-67-generic

I'm using the https://cdn.kernel.org/pub/linux/kernel/projects/backports/stable/v5.15.92/backports-5.15.92-1.tar.gz kernel backports with your patch but the iw list still report: (no IR/ radar detection) for all channels.

Maybe you have an idea?
