JFrog seams to no longer have any Always Free offering.
Do any Always Free offerings, disallow Commercial use?

Vercel is a pretty big service and they do have a "Hobby" tier that is free

5GB Storage (only on us-west1, us-central1, us-east1, asia-east1 and europe-west1)
but based on https://cloud.google.com/free/docs/free-cloud-features#free-tier-usage-limits it seems it's actually 30 GB. Just beware that the "standard persistent disk" needs to be explicitly selected when creating the instance.
Yes, oracle offers a very generous 24 GB with 4 ARM Core VM. It can be broken down into multiple smaller instances too. I am using it currently and I believe many people will find it useful!

Ampere A1 Compute instances (Arm processor): All tenancies get the first 3,000 OCPU hours and 18,000 GB hours per month for free for VM instances using the VM.Standard.A1.Flex shape, which has an Arm processor. For Always Free tenancies, this is equivalent to 4 OCPUs and 24 GB of memory.

The comparable information (soft limits) for Netlify is extremely hard to find, which is making it difficult to compare.
Railway does not offer a free tier anymore. It's starting at $5/month.
Google Cloud Platform has currently on offer 5GB free storage not only in US, but also in Asia and Europe. I created PR #23 to simplify task with update.
