I am able to reproduce this. I am trying to determine if it is a Thunderbird limitation.

something quite odd is going on
I do have a temporary workaround
- create the local folder initially as
_2021 - this will succeed
- now go back to the new local folder properties and change the name
2021 - this appears to be accepted
