Another data point: I have the same machine and same issue. I get to boot to console by using ALT-F3 (or 4) and move to a different tty.

one suspicious new entry:

Removing the gdm rules doesn't help me here, so maybe unrelated.
As a workaround you can rollback (at your own risk) with: swupd verify --fix -m 21530 --force.
Also worth disabling auto updates until the issue is sorted: swupd autoupdate --disable.

I've had this issue happen on releases at least twice, forcing me to make a rollback.

Arjan fixed the underlying issue (gnome-settings). Some upcoming release should have it.
