Let users share /?referrer=<uuid>, which stores their voter ID in the session and automatically sets referrer and friends (both directions) when creating an account.

These voters will have to vote in person.

There are situations that the MVIC doesn't track:

• in-person voting
• early voting
• some small, local elections
• no election this cycle

A voter should be able to mark their row as complete for each election. This flag should reset whenever there is a new election.
