This role should be switched to using Podman Quadlet instead of generating service files directly.

By switching to Quadlet we can simplify the role dramatically and finally support podman networks (since you only need to generate a .network file and podman quadlet will do the rest).

Only open question is how will we continue to support the non-quadlet mode of operation for systems which don't have a new enough podman. Will need to investigate how widespread that actually is (for example what distro + versions have a too old podman)
