I'm pretty sure those were made by the official "Add missing languages" Weblate add-on: https://docs.weblate.org/en/weblate-5.2/admin/addons.html#addon-weblate-consistency-languages
To me, this feels like a bug. Maybe the defaults changed through the years and Weblate created them with the new defaults, but it still feels weird for Weblate to not re-use the existing language codes. I wonder if we should try to report this upstream.
