Use parameter library to allow making settings more descriptive

This will require ripping the parameter module out of Saluki (I think it is do-able) and then making this library dependent on it.

Parameters should include more information about themselves besides name, description, and default. They should provide enough information to reasonably build a UI form with. The OpenAPI 3.0 Parameter specification supports this, and I think it is a good starting point for implementing this.

Simply syntax for retrieving parameters

Right now, one must do this to get to the actual value for a setting:

$settingsProvider->findValue('some_name')->getValue();

It should be more like this:

$settingsProvider->findValue('some_name');
