Support XDG base directory specification.

hosts is un-googleable, and there are other utilities with the name hosts. The new name should be unique enough to be googleable, short so the command is easy to type, and the crate should be available.

Hosts should actually parse the host file fragments in the config file. This will have the benefit that malformed config files will fail to parse and we can exit early with a good error message, instead of installing a bad config that won't work.
