dotify

Convert bytes to braille and back again.

Have you ever looked at a bunch of bytes and thought, "Man, I really wish I could view these as braille cells"? Me neither! That's why I wrote dotify.

One issue I see is that we need to come to a consensus on how to do the mapping. Since I reordered the cells (in case you did not), I suggest we use my POV
