Refactor default config behavior to use system configs

Currently, vimde forces users to run --init upon first opening the application. This copies plugins into the user's local .vimde directory and generates .vimderc and .tmuxderc files in the user's home directory. This behavior should be changed to use a standard config location (ie /etc/vimde.conf) as default config system-wide.

Users then have the ability to generate their own .vimderc and .tmuxderc files (via --init?) within their home dir that, if they exist, will be used as the running configuration of vimde.

Release candidate fails to init

It looks like the copy_configs function can't find the source file since it changed locations (from specfile -- this was changed to /etc/vimde/vimderc|tmuxderc)
