rbvmomi-1.5.1/lib/rbvmomi/vim/Task.rb:11:in `wait_for_completion': InvalidPowerState: The attempted operation cannot be performed in the current state (Powered off). (RbVmomi::Fault)

This was encountered when attempting to power off a VM that was already powered off. Solution would be either check the VM power state before powering it off, or catching the exception and handling the situation (Move on without doing anything? Try another VM?).

Should I keep track of powered on and powered off VMs? Or just keep trying until we succeed?
