Add `stop` method to Disconsulate.
Add a method stop which takes the same parameters as getService and causes us to abort any outstanding watches for matching services.
If we pass no arguments, stop all outstanding watches.
Add timeouts for connection and watches.
Add timeout parameters to the Disconsulate constructor and getService methods for controlling the timeout of watches and connections. Default to something small on the initial request so we don't block in borked scenarios.
Make the constructor take a single arg again.
