Notifications should not be an exception
Messages the notify should be able to do so any number of times
Messages that notify should be allowed to complete (success or error)
Logging from workers shows up as log output from the supervisor

Identical Messages that are sent to howler within the same ms don't show up in the queue
Support generic priority queueing
A User should be able to call a method with an optional priority
A Message that is enqueued with a lower priority number gets the change to run before items of higher priority.
