Fast.xs uses atan2() function from a mathematical library but does not
link it to Fast.so. As a result Fast.so has unresolved symbols. You should put -lm somewhere into Build.PL.

GIS-Distance-Fast-0.12 code does not use GIS::Distance::Constants anywhere yet it declares a dependency on it:
