CI: Eigen tests are disabled by mistake

CI is not building Eigen

OpenMP RPATH not configured

The imported OpenMP target works if the downloaded .dylib is manually symlinked to /usr/local/lib but this is obviously a hack; my limited CMake-fu has not figured out how to set the rpath to enable linked binary to automatically pick up the shared lib at run time at a custom location

Ideally:

some magical property is set on the OpenMP target so that other targets that depends on it will install the .dylib at the correct location automatically when they target_link_library(OpenMP::OpenMP_CXX)
the OpenMP portion of the test is separated out into a lb
a install target is added to install to the current build dir
tests use the installed target

Debug CI build fails due to mysterious missing symbol

Can't reproduce locally
The CI build uses a slightly different version of compiler:
CI: -- The CXX compiler identification is AppleClang 15.0.0.15000040
local: -- The CXX compiler identification is AppleClang 15.0.0.15000309
Small difference but enough to fail the build
