Path for raw IFREMER, CCMP2, and WW3 data

For the binning and de-resolution programs which call raw IFREMER, CCMP2, or WW3 data, should I just put the path to the data as '../data/' assuming that the individual using my code will download the raw data to the data folder?

Functions in tools directory

Right now, with the exception of the save_netcdf_fields and cartopy_fig_module (as well as binning and de-resolution programs), every file in the tools directory only contains a single function. To reduce the number of files in the tools directory, should I condense multiple python functions into one file?
