Can't compile because of strange (SyntaxError) lib/elixir.ex:20: syntax eror before: chat_id

This is the code. The problem doesn't seem to be reproductible.

Simplified version (doesn't give out the error):

form = %{
  "chat_id" => 237799109,
  "text" => "OMG a message"
}
req 'sendMessage', form, false
{status, body} = URI.encode_query(form)

I posted it in StackOverflow and we weren't able to reach a conclusion:

I think that it has to do with certain configuration that breaks my own build. Maybe some badly represented dependency or certain line in mix.exs
