Cucumber wiki on Background clearly describes the same behaviour that is currently implemented by behave, once per scenario.

I agree that the Behave docs are confusing on this. It says "A background is a series of steps to be executed before the scenarios for the feature are tested. It is run just once, and is useful for performing setup operations like..."
It should say something like "A background is a series of steps to be executed before the start of each scenario, before the steps of the scenario are executed. It is used to perform set-up operations like..." instead.
