Requesting that this to be reopened, considering Behat is definitely used as a testing tool as much as a design tool.

Behat is not a testing tool (mainly), it's design tool. Taking this into account, adding this feature will not add some real value to tool, it will just give option that nobody will use. Isolation is important for functional tests and behavior descriptions too, but it's not the main target of features - main target is correct application behavior (design).
And for unit-tests use PHPUnit ;-)

It would be useful to allow for a randomization seed with --order=random so that a particular order (and issues discovered) is reproducible and therefore more easily debuggable. Within a CI workflow the seed could be the ticket number.
