Noted that there were 2022 comments on it not working on Monterey

I played around (I am no expert) and I think you are using the wrong key, you need to use AppleSelectedInputSources over AppleEnabledInputSources

If I get the time I'll look into writing that back and testing, but I figured as the author you might be better placed to do that and I wanted to let you know what I found

Edit: also in both plists (and I didn't touch the /Library/Prefs one on my test box) there is an entry:

AppleCurrentKeyboardLayoutInputSourceID = com.apple.keylayout.US (/UK/Swedish-Pro/whatever)

Not sure if those existed pre-Monterey, but I guess that needs changing in the /Library/Prefs file too
