Right now, in the code, we only allow it for Staff and QS - Lawyers and Notaries.

Rules
for Residential Exemption

• A Residential Exemption(EXRS) can not be filed on an exempt home. (So that Residential Exemption button for MHR 108356 is incorrect) (this needs update)
• Staff can file a Non-Residential Exemption(EXNR) on an exempt home. (working as expected)
• A Residential Exemption(EXRS) can not be filed on a home that is located on a dealer/manufactured park/lot (working as expected)
